“DTR must be connected to ‘1’ in hardware. You have no option to do this in the configuration program.

For module configuration you should set the UART baud rate according to the flonidan meter and try with different combination of PACKET_TIMEOUT and PACKET_LENGHT. Best guess is PACKET_TIME=1 and PACKET_LENGHT equal to the longest packet frame from the flonidan meter.
