[RC232] When I connect RXEN and TXEN to VDD, instead of leaving open, the current consumption increases to 20, mA. When I send a character to the module over RS232, the current appears to be 134mA.

20 mA idle current is normal, but 135 mA in TX is to much. ON/OFF must be connected to VCC. Please follow the Data sheet recommendation for pin connection at all time.
