The best way to design a ground plane is normally to use a complete layer of the PCB dedicated to ground. Normally this is layer 2. All ground connections from the top layer (layer1) should be with vias directly into the ground plan. Avoid routing ground signal on the lop layer, and avoid connecting several ground points together on the top layer.
