[ZNM] We are using RC2400HP-ZNM for street smart lightning. We want to connect the lamps to the corresponding gateways.

Looking at your case, it seems like you want to configure 3 networks. This is possible by using 3 different PAN IDs. Only nodes with PAN ID that match the gateway PAN ID will join the network.
