169 MHz is moslty a great alternative, but it is not the solution to all range problem, even if range is very good; There are sometimges locally is some surrounding noise level at 169 MHz: So it is not likely to be able to utilize the -120 dBm sensitivity everywhere. But excessive noise is never above -114 dBm, so range will anyway be good even if you assume that signals above -104 dBm is received without packet loss (10 dB above the noise level). The link budget will maximum be -104 dBm + 27 dBm = 131 dB. The low frequency 169 MHz also travels well in the terrain.
