You have made a good observation on the RSSI and sensitivity. The background noise on 169 MHz is significant and the
limitation of packet reception of ~-105 dBm is matching our own result with antenna.

So what is left to work with is antenna and ground plane.

The 1.5 km is referred to one large antenna on a roof and then walking around in urban area with a demoboard antenna.
This is the scenario used for most 169 MHz deployment
