In Russia the 433 MHz is open similar to the rest of EU. At 868 MHz Russia has limit the operation band to 868.7 – 869.2 MHz. This means that for the RC232 protocol in Russia you can use RC1400-RC232 on all channels and RC1180-RC232 on channel 8-12. For wireless MBUS protocol we have a Russia version of the MBUS protocol were the frequencies is moved to be inside the 868.7-869.2 MHz band. The Russia MBUS part number is RC1160-MBUS3.
